港大法律學生政改關注組發聯署信 不滿象徵民主自由橫幅被無理移除

【學苑專訊】港大法律學生政改關注組(下稱:關注組)於昨日晚上九時多發表一封聯署信,信中表示關注組成員發現原本懸掛於呂志和法律圖書館外的橫幅在無任何通知的情況下被移除。本刊今日發現該橫幅現已掛回呂志和法律圖書館外的欄杆上。

該橫幅為2014年9月時,由港大法律學生政改關注組成員所製作,橫幅中有 “INJUSTICE ANYWHERE IS A THREAT TO JUSTICE EVERYWHERE” 的字句,以及學生、員工及公眾人士的簽署。關注組認為該橫幅是支持民主運動的象徵,亦有其歷史意義。由於關注組未知橫幅被移除的原因,因此去信敦促法律學院採取行動,包括翻查閉路電視片段、詢問相關的負責人員或調查移除橫幅人士的身分。

疑溝通出錯 橫幅已重新掛回

法律學會外務副主席丁皓天於1月6日向學生會幹事會就相關事宜提問(put question),丁於信中表示CEDARS曾就相關事宜傳電郵詢問學生會是否仍需要把該橫幅繼續放置於呂志和法律圖書館外,惟學生會並未有回覆。本刊其後詢問丁就橫幅被無理清除的始末,丁表示當初是關注組方面發現橫幅被移除,而法律學會則負責與法律學院及相關部門溝通。物業處首先回覆指被清理的橫幅當時正放置於失物認領處(Lost and Found),物業處在清理橫幅前曾詢問CEDARS是否仍需要該塊橫幅,隨後CEDARS再傳電郵給學生會幹事會詢問橫幅去向,惟收不到回覆,便把橫幅移除。丁表示物業處當時承諾會把橫幅還給學生,且已於上星期已成功取回,並於今晨把橫幅掛回原址。學生會幹事會則表示從未收到任何來自CEDARS就橫幅查詢的電郵。然而,關注組方面仍於昨晚專頁上刊登聯署電郵,未知是否溝通出錯而導致事件發生。

聯署信內容修改並無通知聯署人 

此外,有聯署人向本刊表示關注組原先給予他們聯署的信件與Facebook專頁上所刊登的版本不一致。學苑對比兩個版本後發現有大量已經修改的地方,分別有句子語法不同、刪除部分句子以及句子語序顛倒的情況。例如首段在傳給聯署人的版本 [1](下稱:原版)中,句子「which is clearly under your control」,轉變成現在專頁版本 [2](下稱:新版)的「which should be under you control」;原版第二段中本來有的句子「In the midst of heated debate on political reform proposals」被刪除;以及末段新增大量內容,包括查看閉路電視等的要求是新版新增的內容,導致原版和新版的內容有極大出入。有部分聯署人表示事前並不知道聯署內容會改動,並表示對所有已更改的內容是毫不知情。同時,他們表示聯署內容在沒有被通知的情況下經過大量修改感到不滿,且是不能接受的。他們期望在他們簽下聯署的一刻與其後刊登出的版本是一致的,並重申就算是修改一個標點符號都需要知會聯署人。

關注組今日下午回應本刊回覆時表示,信件內容是得悉橫幅移除與物業處有關才進行改動。而關注組暫未知道橫幅已掛回原來位置,並重申希望法學院及學校部門可了解橫幅的重要性。

Dear Sirs,

Re: Banner outside Law Library, 1/F, Cheng Yu Tung Tower, Centennial Campus (“the Premise”)

We are a group of law school alumni who hang a Banner with the message “INJUSTICE ANYWHERE IS A THREAT TO JUSTICE EVERYWHERE” at the Premise back in 2014. We write to express our concern to the Banner’s sudden and unexplained removal from the railing at the Premise, which should be under your control.

We trust that you are well familiar with the background of when the Banner was hang. In the midst of heated debate on political reform proposals, the banner has been there since September 2014 at the start of the democratic movement advocating universal suffrage. Made by the students forming the HKU Law Students’ Political Reform Concern Group and bearing hundred of signatures from students, staffs and members of public, it is the symbol of the student- led class boycott movement in different local tertiary institutions in support of the democratic movement. For four years, the banner has stood as the last monument inside the campus to this historic and critical point of time.

While we have yet to know the reason for its removal, we believe that, regardless of one’s political stance, the banner is more than just a piece of collective memory, it is a physical embodiment of the long standing tradition of HKU and law faculty students participation in social movements.

We understand that the Faculty was unaware of the circumstances under which the Banner was removed from the Premise. Nevertheless, the Premise being a place under the administration of the Faculty and considering the aforementioned importance of the Banner, we write to urge the Faculty to undertake actions, including but not limited to the reviewing of CCTV footages, interviewing the responsible administrative personnels etc., to investigate into the identity of the people who removed the Banner, the reasons for them doing so and the whereabouts of the Banner.

We look forward to hearing from you with regard to the captioned matter.
